Correct decision from the school administration, this was not the place to fly the mexican flag.
It was the American school system giving him the education, something he would probably not have gotten in his parents home country.
Our boys wouldn't have thought for a second to wear the German Flag for their High School or College graduation.
It will fly occasionally on the flag pole in our driveway when we have visitors from Germany, but below the American Flag.
We do follow the law, unless it is unconstitutional.

If it was against the dress code then the student claim that he "did nothing wrong" isn't a valid claim, and the school's action was proper and correct, both vis-a-vis school rules, which the students are obligated to obey, and vis-a-vis national flag etiquette, which you don't wear a national flag as an item of attire. You can wear it as a patch on your attire but not as a an item of attire itself, and he was apparently wearing it as a cape over his robe.
